The discussion will provide a brief overview of the progress of rulemaking pursuant to the Dodd-Frank Act, with a focus on the provisions applicable to regulatory capital; the capital markets (securitization, Volcker); and derivatives. Following a status report on these areas, the discussion will focus in on the ways in which the Act veered from its mission of addressing the root causes of the financial crisis and instead chose to address other areas that did not have a direct nexus to the financial crisis, and finally will focus on the disconnect between the Act and the capital markets.
